Tool for Assessing Early Child Development (OACD) Developed by Ministry of Education

The Ministry of Education and Science's press service announced the development of the OACD. The tool aims to comprehensively measure each child's development process based on daily observations of children from their arrival in the group until they leave the kindergarten. Educators track and measure all activities both in and outside the group, such as during outdoor play.

The tool is designed to accurately record key aspects of a child's development and help educators tailor individual approaches to enhance teaching methods. The assessment is based on five areas defined by state standards:

1. Physical development

2. Cognition and cognitive development

3. Literacy and communication

4. Social and emotional development

5. Creativity and aesthetic development

The "Child Development Map" includes development areas with metrics, indicators, and a table with three ranges (high, adequate, and insufficient) reflecting behavioral manifestations/indicators exhibited by each child. Each child's development is evaluated according to instructions outlined in the "Guide to Completing the Child Development Map."

The tool utilizes two main types of measuring early childhood development:

1. Targeted observation allows for assessing a child's development through tracking by a highly qualified expert or educator working with the child.

2. Checklist or list of materials and equipment used in working with children.

The assessment involves direct observation of children aged four to five over two weeks, culminating in ranking/scoring. Educators assign scores (ranging from 1 to 7) for each measurable indicator based on defined behavioral manifestations across three ranges: high (advanced), adequate (intermediate), and insufficient (basic).

The tool is developed in line with the "Balalyk" program for children aged three to six under the "Education for the Future" project, implemented by the Ministry of Education and Science with financial support from the World Bank.
