Uzbekistan Introduces Temporary Registration for Mopeds and Scooters

The Ministry of Internal Affairs of Uzbekistan has released a draft resolution for public discussion, approving the temporary procedure for the state registration of mopeds and scooters. This new category of vehicles will include mechanical transport with a speed ranging from 25 to 50 km/h and an engine capacity between 25 to 50 cubic centimeters for internal combustion engines, or with an electric motor power of more than 0.25 kW and less than 4 kW.

The issuance of new registration numbers is set to commence from July 1, 2024, with a special registration plate XI1 for mopeds and XIE1 for scooters. Starting from January 1, 2025, it is proposed to prohibit their operation on public roads without registration. The cost of the registration will be 1.5 times the base calculation value, amounting to 510 thousand sums.

The explanatory note from the Ministry of Internal Affairs emphasizes the growing popularity of electric motorcycles, scooters, and mopeds among the population, which has raised safety concerns for road users. The import of electric motorcycles and scooters has increased significantly in recent years, with over 127 thousand units imported in 2023 compared to around 50 thousand in 2021-2022. Currently, scooters and mopeds are not registered in the State Road Traffic Safety Inspectorate.

Due to the technical specifications of electric vehicles stating that the engine power does not exceed 4 kW and the maximum speed does not surpass 50 km/h, they are not issued registration plates or require driver's licenses. This has led to inexperienced individuals, mainly minors, young people, women, and the elderly, using these vehicles without proper knowledge of traffic rules, increasing the risk of road accidents.

Such factors have facilitated the unauthorized use of electric vehicles and reckless driving without adherence to regulations. The discussion on the draft resolution will continue until May 4.
