Tajikistan's Foreign Minister, Sirojiddin Muhriddin, addressed the methods used by Russian law enforcement in investigating the terrorist attack at "Crocus City Hall" on March 22. Speaking at a meeting of the CIS Foreign Ministers Council in Minsk on April 12, Muhriddin emphasized the importance of adhering to international law and legislation, particularly regarding the presumption of innocence, prohibition of torture, and cruel treatment of detainees.

Muhriddin also highlighted the inadmissibility of publicly displaying footage of alleged perpetrators of the terrorist act being subjected to torture. He warned against the negative perception that such actions could create towards Tajik citizens and emphasized the need to prevent the spread of hatred, xenophobia, and racism in the information space of CIS countries.

The Foreign Minister expressed Tajikistan's expectation for an impartial and fair investigation into the "Crocus" terrorist attack, emphasizing that all those involved in the heinous crime should face consequences, including organizers, perpetrators, accomplices, and instigators.

Muhriddin called for increased efficiency in the activities of the CIS Antiterrorism Center and stressed the importance of conducting all law enforcement actions in accordance with the law. The detention of four Tajik citizens suspected of involvement in the concert hall attack, along with reports of torture during their arrest, has raised concerns and sparked discussions about the use of such methods in law enforcement.

Russia's Ombudsman, Tatyana Moskalkova, condemned the use of torture on detainees and emphasized the necessity of conducting all procedural and operational actions within the framework of the law. Media outlets like Meduza have also highlighted the dangers of condoning torture, even in cases of severe crimes, as it poses risks to society as a whole.
