Improving Traffic Management in Tashkent with the Establishment of Traffic Organization Center (ЦОДД)

The city of Tashkent is set to see significant improvements in traffic management with the establishment of the Traffic Organization Center (ЦОДД). A project aimed at regulating busy intersections and streets of the capital, as well as reducing traffic congestion, was presented to the President of Uzbekistan, Shavkat Mirziyoyev, on March 5th, as reported by "Gazeta.uz" which examined footage from the presentation.

The project has three main objectives: ensuring the safety and convenience of pedestrians, prioritizing public transportation, increasing traffic flow capacity, and reducing road traffic incidents. Changes have already been implemented on a major intersection in Tashkent, at the junction of Bobur and Furkat streets, where safety islands for pedestrians have been created, along with pedestrian crossing signal control devices. Public transport stops have been redesigned for passenger convenience.

Intelligent traffic light systems have been set up at the intersection, with signal durations adapting to traffic flow intensity. It is expected that the implementation of such projects will significantly increase intersection capacity, reduce congestion, and enhance the efficiency of public transportation.

The President has instructed for the expansion of these efforts and the full implementation of the "city - for pedestrians" principle. The Traffic Organization Center currently being established will be tasked with various responsibilities, including installing over 2000 photo and video recording systems for traffic violations, creating paid parking lots, establishing charging infrastructure for electric vehicles, and developing a unified advertising space for the transportation complex.

Additionally, the ЦОДД will undertake construction and operational management functions as part of the project office of the Ministry of Transport in Tashkent and the state institution "Monitoring and Control of Passenger Transport." A special fund will be created under the management of the ЦОДД for resource provision.

A selective inspection of Tashkent's streets revealed that all streets in the capital do not meet modern technical requirements. Minister of Transport, Ilkhom Makhkamov, highlighted that the ЦОДД will involve both scientific and monitoring personnel to harmonize all public transportation, including trains and high-speed trains arriving from regions. The Minister referred to this project as long-term and essential for the city's development.
