Empowering Citizens: New Measures to Ensure Quality of Water Supply Projects in Uzbekistan

In 2023, over 8 trillion soums were allocated by the government for water supply projects in Uzbekistan. Comprehensive construction works are being carried out in various regions, funded by international financial institutions. The quality of construction work is crucial, given the significant external loans burdening taxpayers, with over $2.5 billion in credits for water supply projects.

Involving residents in monitoring the quality of work is seen as the best way to ensure contractor accountability, combat corruption, and strengthen trust between authorities and the community. The Results Achievement Office emphasized the importance of educating citizens to oversee construction, especially underground pipe installations.

To facilitate citizen oversight, an instruction manual has been published for residents in areas where water supply networks are being laid. This manual familiarizes readers with construction standards, addressing questions such as asphalt restoration post-pipe laying and proper pipe markings interpretation. It is designed for widespread distribution among the population, allowing residents to assess work quality on their streets.

Prepared by the Results Achievement Office and the Ministry of Construction and Housing Communal Services, the manual includes a QR code leading to a Telegram bot for reporting construction norm violations. Data collected will be forwarded to relevant authorities. Additionally, citizens can use the QR code to participate in a survey on water accessibility at their homes, with the data being shared with water supply authorities.

This initiative aims to empower citizens to actively participate in ensuring the quality and transparency of water supply projects, fostering a sense of responsibility and engagement within the community.
