The head of the Uchkun rural district in the Naryn region, O.E.M., was detained by the State Committee for National Security (GKNB) after attempting to bribe an officer. The GKNB's press center reported that during operational and investigative activities in March, information was obtained regarding financial violations in the "Zhashyl Uchkun" municipal enterprise of the Uchkun rural district.
It was revealed that the enterprise had two bank accounts, with money for pasture use being deposited into a special account. In August 2023, in an attempt to show compliance with pasture payment collection targets, responsible individuals withdrew 260,000 soms from the main account and transferred it to the special account. They tried to justify this transfer as payment for pasture repairs that were never carried out.
On March 18, the head of the Uchkun rural district, O.E.M., born in 1975, offered a GKNB officer a bribe of 100,000 soms to halt the inspection activities. He was arrested under Article 345 of the Criminal Code of the Kyrgyz Republic for bribery. The detained individual was placed in pre-trial detention on March 19 and on March 20, the Naryn City Court ruled to place O.E.M. under house arrest.
