Corruption Scandal Unveiled in Water Infrastructure Development Project

The head of the water supply and sanitation development department at the State Agency of Architecture, Construction, and Housing and Communal Services has been detained on suspicion of embezzling significant funds. The State Committee for National Security (GKNB) press center reported the incident.

According to the GKNB, as part of efforts to protect national interests during the implementation of major infrastructure projects funded by the Asian Development Bank, $1,498,200 (134,103,882 soms at the exchange rate of the National Bank of the Kyrgyz Republic) that had previously been transferred to a foreign bank by officials of the water supply and sanitation department at the State Construction Department has been successfully recovered. This incident posed a threat to the completion of the construction project for a sewage treatment plant in the city of Karakol in the Issyk-Kul region.

Earlier, on March 4, 2024, the GKNB detained the head of the water supply and sanitation development department at the State Agency of Architecture, Construction, and Housing and Communal Services, H.S.K., on suspicion of involvement in transferring the funds to a later bankrupt foreign bank.

As a result, the borrowed funds from the Asian Development Bank have been fully returned to the project and will now be directed towards the construction of sewage treatment facilities in Karakol.
