The introduction of external management at ZAO "Kum-Shagyl" by the Prime Minister Akylbek Zaparov has been deemed illegal by lawyer Lyudmila Sabelnikova. According to her, the factory did not operate under the concession agreement and legislation. She explained the circumstances under which external management is imposed.
The lawyer highlighted the specific law on amendments to certain legislative acts, stating that the decision to implement external management at the factory was unlawful. She emphasized that the actions of the external manager, Ermek Kutmanov, are illegal. Many documents regarding ZAO "Kum-Shagyl" were reportedly handled in violation of the law.
Previously, the land management and construction authority of the capital city filed a lawsuit to invalidate the municipality's decision to grant land ownership of ZAO "Kum-Shagyl." It was revealed that the court hearing is scheduled for April 12. The mayor personally inspected the new asphalt plant being set up at the seized quarry of "Kum-Shagyl."
In mid-March, the general director of ZAO "Kum-Shagyl," Aydin Ibraev, along with lawyers, raised concerns to President Sadyr Japarov and the head of the State Committee for National Security, Kamchybek Tashiev, regarding misinformation being presented about the enterprise. They claimed that the decision to appoint temporary external management was illegal.
Workers of the factory had previously appealed to the country's leadership, referring to the situation as a "raider seizure." They sought assistance in resolving the production-related issues. The workers held a protest in Gorky Park on February 15, demanding the restoration of their jobs.
