Crackdown on Notaries in Kyrgyzstan Leads to License Revocations and Reforms

In 2023, licenses of 5 notaries were revoked, 30 had their actions suspended, and 41 were issued warnings. Deputy Minister of Justice Orozbek Sydykov disclosed this information during a parliamentary committee meeting on constitutional legislation, governance, judicial-legal issues, and regulations.

MP Chyngyz Azhibaev highlighted that many private notaries are unlawfully entering contracts, leading to unnoticed corrupt practices. He emphasized the existence of corruption schemes within the system.

Starting from February 1, an electronic notariat has been introduced, and from June 1, a fingerprint system will be mandatory, with Face ID functionality. Orozbek Sydykov stated that thanks to these systems, illegal actions by notaries will decrease by 2025.

He further mentioned that based on analysis, licenses of 86 notaries might be suspended in 2024-2025. The Deputy Minister acknowledged the shortage of notaries in Kyrgyzstan's regions, warning of a potential collapse due to this issue.
