Deputy Chief of Land Use Control Department of Bishkek Mayor's Office Detained for Illegal Construction

The press center of the State Committee for National Security (GKNB) has reported that the deputy chief of the land use control department of the Bishkek Mayor's Office, S.A.A., has been detained for allowing the construction of commercial objects on municipal land without proper authorization. According to the report, in 2017, a citizen, D.M.A., in collusion with the official, illegally built commercial objects on a municipal plot without a lease agreement and permits.

The officials received monetary rewards for their involvement. A lease agreement was later signed for one year with the purpose of "improving a trade-service, entertainment complex, and café with hotel rooms," without the right to construct or separate into individual units, which expired in July 2023.

As part of the criminal case, the deputy chief of the land use control department, S.A.A., the owner of the trading areas, D.M.A., and his business partners B.A.M. and Z.Z.M. have been detained and placed in pre-trial detention. The investigation is ongoing to determine the exact amount of damage caused to the state.
