Kyrgyzstan Identifies 2,000 Roadside Violations in 2023, Issues Fines

During a recent briefing, Gulzada Ibraimova, the head of the control and supervision department for road traffic safety at the Ministry of Transport and Communications, announced that nearly 2,000 objects built in violation of roadside regulations were identified in Kyrgyzstan in 2023. As a result, fines totaling almost 500,000 soms were issued to the violators.

Ibraimova explained that the Ministry has faced challenges in regulating these structures as the land along the roadsides was previously under the jurisdiction of local self-governments. These lands were later transferred to private individuals who constructed shops, service stations, and other facilities along the roads.

Despite the fines imposed, the violators continued their activities. To address this issue, requests were made to the General Prosecutor's Office, the land supervision service, and the Cabinet of Ministers to transfer the roadside areas to the Ministry's jurisdiction. In January, a new article on "Demolition" was added to the Code of Administrative Offenses, and regulations for the dismantling of roadside structures were developed. The enforcement against violators has been intensified, and the dismantling of illegal objects is set to commence soon.

Ibraimova also noted that the width of the roadside strip for a public road is determined based on the road's category, emphasizing the importance of adhering to these regulations for road safety and proper urban planning.
