Audit Reveals Financial Irregularities at Kyrgyz-Russian Slavic University: Key Findings Uncovered

A joint meeting in the format of a video conference was held between the audit chambers of Russia and Kyrgyzstan.

During the meeting, a report on the results of the joint control event "Audit of the effectiveness of the activities of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin in terms of the use of budget funds allocated in 2020-2022 for its financial support" was discussed.

As a result of the audit, the following violations were identified:

  • The salary levels of the teaching staff at the Kyrgyz-Russian Slavic University for 2020 and 2022 do not correspond to the levels set by the Kyrgyz government.
  • 675 students of clinical residency were unjustifiably included in the list of grant recipients funded by the Kyrgyz Republic's budget for the years 2020-2022, resulting in the university receiving 26,689.5 thousand soms.
  • Overstating the volumes and prices of construction work by 250.7 thousand soms.
  • The university included legal costs in the cost of paid services, contrary to regulations.
  • The university failed to pay the rent for the use of premises by a telecom company, resulting in a loss of 689.1 thousand soms.
  • Inefficient use of budget funds totaling 817.2 thousand soms.
  • Excess reserves amounting to 1,237.9 thousand soms.
  • An unregistered one-story building on the university's land was used for commercial purposes without proper documentation.

Additionally, the Kyrgyz-Russian Slavic University transferred a dental center and equipment worth 18,790.5 thousand soms without rental payment under a joint activity agreement. However, the terms of the agreement were disadvantageous for the university, resulting in inefficient use of financial resources and significant damage. The university only received 101.1 thousand soms from the partner company, Artechiko, instead of the agreed 30% of profits, leading to a loss of 3,904.3 thousand soms from 2020 to 2022.

The materials have been submitted to the State Committee for National Security for legal assessment.
