Financial Irregularities Unveiled: Kemin District Faces 52,495.1 Thousand Soms Violations

In 2022, financial violations amounting to 52,495.1 thousand soms were identified in the local budgets of the Kemin district. The Accounts Chamber reported that the audits in the Kemin district of the Chui region revealed various financial irregularities:

  • Inconsistencies in the revenue part of the budget project with the requirements of budget legislation - 7,739.2 thousand soms;
  • Failure to transfer funds to the corresponding budgets of the budget system of the Kyrgyz Republic - 344.4 thousand soms;
  • Other violations in the use of funds for capital investments and construction works - 7,807.7 thousand soms;
  • Excessive expenses on wages and other cash payments - 937.2 thousand soms;
  • Excessive expenses on other costs and materials - 4,954.5 thousand soms;

Additionally, issues such as the issuance of advances with accounting violations, overpayments, improper use of funds for legal claims, improper accounting of assets, shortage or misappropriation of state or municipal property and funds, unauthorized write-offs of assets, lack of control over rental payments, violations in lease agreements, distortion of accounting and reporting, non-compliance with legislation on travel expenses, errors in accounting for account receivables, and violations in cash management and cash transactions were uncovered.

The audit materials of the activities of the "Zhany-Alysh" Machine-Tractor Station have been transferred to the prosecutor's office of the Chui region for legal assessment. Prescriptions have been issued to all verified bodies of local self-government in the Kemin district of the Chui region to rectify the identified financial violations and shortcomings.
