Investigation Reveals Illegal Issuance of Birth Certificates in Kyrgyzstan

The Prosecutor's Office of the Ala-Buka district in the Jalal-Abad region has uncovered the illegal issuance of birth certificates, as reported by the General Prosecutor's Office. The examination revealed the unlawful adoption and removal of two children from the country.

Criminal proceedings have been initiated under Articles 379 "Forgery of documents," 185 "Illegal actions regarding adoption," and 188 "Illegal removal of a child" of the Criminal Code. In the Ala-Buka district, employees of the Kok-Serek Family Medicine Center issued birth certificates to citizens K.N. and Ch.N. in February and July 2022, based on which two birth certificates were issued by the interregional department of the population registration department of the Aksy district.

However, in 2022, only 56 births were registered in the Kok-Serek village council, and K.N. and Ch.N. were not among the list of mothers. At the time of registering the birth of the child, the women were outside of Kyrgyzstan and illegally adopted and took the children out of the country using fake documents.

This action violated the requirements of Articles 45 "Procedure for adopting a child" and 47 "Prohibition of intermediary activities for commercial purposes in child adoption" of the Law "On Children." Currently, the investigation of the criminal case has been entrusted to the local police department of the Ala-Buka district, where investigative actions are being carried out.
