Kyrgyz Security Service Appeals Court Decision on Blocking News Website "Kloop"

The State Committee for National Security (SCNS) has appealed the decision of the Administrative Court to recognize the Ministry of Culture's decision to remove material from the website "Kloop" and subsequently block it as invalid. The editorial team announced this in their Telegram channel.

In their appeal, the security service pointed out that the actions of "Kloop" "violate the Constitutional rights of the state body," and that the Administrative Court "did not take into account that the website owner was given the opportunity to remove the information and resolve the issue peacefully." However, "these suggestions were ignored."

"The Ministry of Culture's decision to suspend the website's operation is in accordance with the Law on Protection against False Information to promptly respond to the information authority's statement regarding the publication spreading online that does not correspond to reality, tarnishing the honor, dignity, and business reputation of another person. Based on the above, the SCNS requests the complete cancellation of the Administrative Court's decision of March 18, 2024," the appeal stated.

A hearing in the city court on this matter has not yet been scheduled.

The website Kloop.kg was blocked due to the material "Politician Ravshan Dzheenbekov stated that he was being tortured in pre-trial detention center-1." The SCNS filed a complaint with the Ministry of Culture about it. The security services deemed the material "not corresponding to reality and tarnishing the reputation of the SCNS." However, the news about Dzheenbekov included a statement from the Penitentiary Service denying his torture claims.

The Russian-language version of the "Kloop" website has been blocked since September 12. It was this version that the Administrative Court had previously ruled on. The Kyrgyz-language version has been blocked since the beginning of November.
