The Ministry of Energy of Kazakhstan has responded to the statement made by the Ministry of Energy of Kyrgyzstan regarding Kyrgyz mining farms using Kazakh electricity. According to Kazakh media reports, there have been agreements between the heads of water and energy departments of both countries since August 25th of the previous year.
These agreements define the volumes of electricity supply from Kazakhstan to Kyrgyzstan from September 2023 to April 2024, totaling up to 1.5 billion kilowatt-hours. The Ministry stated that a contract has been signed between the "RFK for RES" and "Electric Stations" for the sale of planned volumes of export electricity during surplus hours in the Unified Power System of Kazakhstan.
The Ministry of Energy of Kazakhstan emphasized that the export electricity supply is solely for accumulating the necessary water levels at the Toktogul HPP to ensure sufficient irrigation water for the southern regions during the upcoming growing season. They further clarified that the distribution of electricity within the Kyrgyz Republic's energy system is solely the internal competence of Kyrgyz energy officials.
During a session of the Jogorku Kenesh yesterday, Energy Minister Taalaibek Ibraev stated that Kyrgyz mining farms are indeed using electricity from Kazakhstan for their operations. He mentioned that Kyrgyzstan does not provide them with electricity, as they have arranged agreements with Kazakhstan independently. Minister Ibraev added that Kyrgyzstan cannot impede their activities.
