Starting from July 1, Kazakhstan will ban the circulation of products licensed in Kyrgyzstan. This decision was announced by the Kazinform agency.
According to the Committee of Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan, Kyrgyzstan issues conformity assessment documents with violations and without proper testing. However, the local legislation does not provide for responsibility for issuing such "gray" documents.
By the end of 2023, Kazakhstan had nearly 10 times more testing laboratories than Kyrgyzstan (413 and 43, respectively). Yet, in 2022-2023, Kyrgyz authorities issued significantly more permits than Kazakhstan.
In 2022, almost half of the permits were issued to Kazakhstan applicants. In the same year, the validity of 200 "gray" certificates was revoked, and in 2023, over 300 were canceled.
The committee revealed that online advertisements offer declarations/certificates (processed through the country's authorities) for a short period (one to two days) at 10,000 tenge without testing, with formal registration and data entry in the registry. Meanwhile, testing in Kazakh authorities costs an average of 70,000 tenge, with testing periods ranging from 1 to 20 days.
The Kazakh authorized body has repeatedly raised this issue with colleagues from Kyrgyzstan and the Eurasian Economic Commission, proposing various changes. However, no solution has been found. Delaying this matter directly threatens the lives and health of citizens, environmental protection, and risks to industrial and other safety due to the use of untested and potentially dangerous products, as stated in the resolution project of the Committee of Technical Regulation and Metrology.
The ban comes into effect on July 1. If Kyrgyzstan's conformity bodies issued a permit before this date, the restriction does not apply to them in such cases.
