Foreigners arriving in Russia will now have to undergo biometric registration on the "Gosuslugi" portal and visit communication salons in person to purchase SIM cards from Russian mobile operators. These requirements have been legislatively prepared by the Ministry of Digital Development, Communications, and Mass Media, as reported by "Vedomosti."
The document has been sent to the Ministry of Internal Affairs, Federal Security Service, Roskomnadzor (RKN), Ministry of Foreign Affairs, Federal Antimonopoly Service, and Ministry of Economic Development. These agencies are required to approve it by April 15.
According to the document, if migrants refuse to provide biometric data, they will be unable to use mobile communication services in Russia. However, these requirements will not apply to diplomatic personnel, representatives of international organizations, and refugees.
