Measures Taken to Combat Corruption in Healthcare and Construction Sectors in Almaty

At a meeting chaired by the mayor of Almaty, Erbolat Dosaev, and attended by the head of the city's Anti-Corruption Service, Arman Rakhimov, issues related to preventing corrupt practices in the healthcare and construction sectors were discussed. Mayor Dosaev emphasized the special attention given to anti-corruption measures in accordance with the President's instructions. A plan to eliminate the causes and conditions contributing to offenses has been developed and is being implemented.

According to Arman Rakhimov, the measures taken have led to a decrease in the dynamics of corruption in the metropolis. While 36 criminal cases were registered by the Anti-Corruption Service in the healthcare sector from 2019 to 2021, only 3 cases have been registered in the past two years.

The head of the city's Anti-Corruption Service reported that an external analysis of the Public Health Department's activities in 2023 identified 18 corruption risks and made 20 recommendations. Additionally, monitoring the legality of operations of private medical organizations following complaints regarding possible violations in obtaining medical licenses has been proposed.

To improve the quality of medical services, proactive monitoring has been extended to 147 medical organizations operating within the Mandatory Social Health Insurance System, including 123 private ones, as reported by the head of the Public Health Department, Iran Shametekov.

Mayor Dosaev instructed the Public Health Department, in collaboration with the Department of the Committee for Medical and Pharmaceutical Control in Almaty, to submit proposals to the Ministry of Health regarding private medical organizations. The main goal of this effort is to enhance the quality of medical services and respond promptly to residents' concerns.

On the second agenda item of the meeting regarding measures to address corruption risks in the construction sector, steps are being taken to ensure transparency in the work of architectural bodies and strengthen control through modern IT solutions and regulating the work of officials. Suggestions have also been submitted to the Ministry of Agriculture to improve land relations and eliminate opportunities for abuse.

In conclusion, Mayor Dosaev tasked the responsible departments with ensuring the quality implementation of recommendations to eliminate the causes and conditions conducive to corruption, as identified through external analysis in this area. He emphasized the importance of detecting and eliminating corruption risks, strengthening anti-corruption culture, and preventing corruption on a daily basis for every leader. Efforts are underway by the city's anti-corruption authorities and the Almaty mayor's office to develop and implement joint actions to combat corruption in all sectors.
