Prosecutor's Office of Pavlodar Region Reviews Land Relations, Unveils Violations

The Prosecutor's Office of Pavlodar Region has reviewed the results of inspections in the field of land relations for the years 2022-2023. According to the supervisory authority's press service, on March 29, 2024, the collegium of the regional prosecutor's office was attended by the akim of the region, Asain Baykhanov, heads of cities and districts, as well as leaders of state bodies.

The prosecutor's checks highlighted systematic violations, including instances of land misuse, unauthorized land seizures, unjustified lease contract extensions, speculation, overstatement of land return indicators, non-compliance with urban planning documents, and inefficiencies in the management of the region's land resources department.

The supervisory authority reported that a total of 170 injunctions were not monitored, with 70% of inspections concluding without violations. Taxes amounting to over 20 million tenge were not received in the budget due to materials not being sent to revenue authorities for 168 plots.

The Prosecutor's Office registered a criminal case for abuse of power, disciplined 20 officials (including five for discrediting public service), canceled land allocation contests covering 210,000 hectares, and three detailed planning projects.

A commission meeting chaired by Prime Minister Olzhas Bektenov approved several agreements on the return of illegally acquired assets totaling over 85 billion tenge.
