Massive Vehicle Registration Fraud Uncovered in Kazakhstan

A criminal case has been initiated in the Kostanay region for the illegal registration of 83 heavy-duty vehicles without payment of the registration fee. The investigation details were revealed by the press service of the Financial Monitoring Agency.

According to the agency, as of April 2, 2024, the damage to the state amounts to 591 million tenge. It was discovered that residents of the Kostanay region had been importing semi-trailers from Europe into Kazakhstan for three years using fake technical passports from foreign countries with false information about the year of manufacture.

This allowed them to reduce the registration fee from 7 million tenge to 700,000 tenge. During searches at the suspects' residences and offices, international shipping documents, invoices, customs duty payment receipts, vehicle purchase agreements, and declarations were seized.

An arrest warrant has been issued for the vehicles and property of the suspects totaling around 1 billion tenge. Pre-trial investigation is ongoing, as confirmed by the Financial Monitoring Agency.

Vehicle fraud in Kazakhstan has reached unprecedented levels. In a recent case, a criminal group illegally imported 45 trucks and trailers, causing the state losses of 180 million tenge in unpaid customs duties and 205 million tenge in registration fees.

Moreover, on March 14, 2024, large-scale checks on the legality of vehicle registrations began in all special registration centers in Kazakhstan to ensure the correct payment of fees.
