Authorities Expose Fuel Theft Scheme Saving State Budget Billions

The Department of Economic Investigations in the East Kazakhstan Region uncovered cases of excessive intermediation in the fuel and energy complex, theft of oil products, and their illegal circulation. YK-news.kz reported that during the investigation of a criminal case regarding the theft of diesel fuel at AO "KTZ," signs of excessive intermediation between secondary wholesale companies were identified, from the oil supplier to the end buyer.

Aydyn Moldabekov, the head of the Department of Economic Investigations in the East Kazakhstan Region, highlighted that companies "KTZ Freight Transport" and "KTZ Passenger Locomotives" were the buyers. Moldabekov stated that by going through intermediary firms, the price of diesel for locomotives increased by around 30%.

"In 2023, all illegal contracts with affiliated companies were terminated. The purchase of diesel fuel was made directly from the national operator AO "KazMunayGas." As a result, the state saved over 18 billion tenge," Moldabekov announced. The organizers of the fuel circulation scheme faced the court and were held accountable under criminal law.

On April 2, 2024, at the Pavlodar Court No. 2, a criminal case involving the director of the Pavlodar regional branch of AO "National Company "KazAvtoZhol" and the chief specialist was reviewed.
