Investigation Reveals Embezzlement of 1 Billion Tenge in Kazakhstan

The Kazakhstan Financial Monitoring Agency has disclosed details of the embezzlement of 1 billion tenge of budget funds allocated for the construction of hydraulic structures. Deputy Chairman of the Financial Monitoring Agency, Zhenis Elemesov, revealed that four criminal cases related to the misappropriation of funds for the construction of hydraulic structures have been initiated in the Ulytau, Aktobe, Almaty, and Kyzylorda regions.

The majority of these cases involve embezzlement of funds, with one case involving unauthorized maintenance of dams. The total amount of embezzled funds is approximately 1 billion tenge, out of the 140 billion tenge allocated for the maintenance of hydraulic structures in Kazakhstan. Elemesov emphasized that the agency will take necessary actions within its authority to conduct operational and investigative activities, financial monitoring, and prevent such incidents in the future.

Among the suspects in the four criminal cases are entrepreneurs who were awarded tenders and officials involved in approving the completion certificates. Further details of the pre-trial investigation are not disclosed in accordance with Article 201.

On April 23, the Chairman of the Financial Monitoring Agency, Dmitry Malakhov, instructed the heads of the agency's territorial departments to verify the use of funds for the construction of dams, drainage facilities, and riverbed deepening.
