Ministry of Agriculture Introduces Changes to Veterinary Rules Against Malignant Edema

In particular, a chapter has been added to the rules that defines the procedure for conducting veterinary events to prevent malignant edema and the procedure for conducting veterinary events to eliminate malignant edema.

To prevent animals from getting sick with malignant edema, the following measures are taken:

- Fencing and maintenance of cattle burial sites (biothermal pits);

- Closure of reservoirs, wells for animal drinking water contaminated or suspected of contamination;

- Slaughter of animals, sale of meat and meat products from animals euthanized only with the consent of veterinary specialists;

- Cleaning and disinfection of problematic yards, premises, and animal housing areas.

Active preventive measures for malignant edema are not used as part of routine procedures.

To prevent malignant edema of the birth canals, it is necessary to perform antiseptic treatment of hands and instruments.

Veterinary events to eliminate malignant edema:

Animals susceptible to malignant edema in problematic areas undergo clinical examination and thermometry, animals with clinical signs of the disease are isolated (edema with gas formation, necrosis of affected tissues, organism intoxication).

Manure, bedding, and feed residues contaminated with excretions of sick animals are moistened with a disinfectant before removal and then incinerated (if possible on-site).

In stationary problematic zones, before mass treatments of livestock, deliveries related to the possibility of injury, animals are administered drugs registered in the Republic of Kazakhstan or Eurasian Economic Union member states.

Under the conditions of restrictive measures in a problematic area, the following are not allowed:

- Export of animals beyond the territory where restrictive measures are established;

- Import of animals into the zone where restrictive measures are established and the transit of animals through that territory;

- Sale, exchange, and intra-farm rearrangement of animals;

- Export of hay and other feeds collected in the territory where restrictive measures are established;

- Common watering of animals from ponds and other water bodies.

Slaughtering for meat of sick and suspicious animals and skinning them is not allowed.

The carcasses and skins of sick animals are disposed of by incineration.

Milk from animals sick with malignant edema is not used for human consumption, animal feed, or other purposes. Such milk is destroyed after boiling for 30 minutes.

Premises where sick animals were housed and care items that were in contact with sick or deceased animals are cleaned and disinfected.

A problematic area for malignant edema is declared safe and restrictive measures are lifted 14 calendar days after the last recovery case or slaughter of a sick animal, as well as after final disinfection.
