On April 6th, the mayor of Kostanay, Marat Zhundubaev, announced the introduction of a state of emergency in the city. The mayor urged residents living in flood-prone areas to evacuate in advance.
"Do not wait until the water reaches the yards. Residents say: 'this has never happened before, we have always had only gardens and foundations flooded.' The water is twice as much... maybe even more. Today at noon, we will feel the first arrival of water, and by evening, there will be a second arrival," the mayor stated in a video for "Nasha Gazeta" publication.
The day before, the authorities of the Kostanay region urgently requested the evacuation of Tobol residents.
