Tougher Speeding Penalties Introduced in Kazakhstan to Improve Road Safety

The concept of average and maximum vehicle speed is being introduced in the Law on Road Traffic in Kazakhstan. The amendments aim to reduce drivers' speed on all road sections where certified special control and measurement technical means and devices will be installed, as well as to decrease the number of accidents caused by exceeding the speed limit.

According to the Parliament's Mazhilis on April 17, the "average speed" will be automatically calculated by the specified devices and means on straight road sections and outside the city where bypass roads are absent. Additionally, amendments to the Code of Administrative Offenses introduce stricter penalties for exceeding the speed by 60 km/h or more from the allowed limit, with a fine of 40 Monthly Financial Indicators (MFIs).

Deputy Minister of Internal Affairs Igor Lepeha explained that this norm increases responsibility for grossly exceeding the speed limit, targeting those individuals who significantly surpass the speed limit, such as driving at 120 km/h in a 60 km/h zone. Regarding those who exceed the speed by 9-10 km/h, the existing penalties remain unchanged. This focuses on those who blatantly violate traffic rules. Sanctions are still under discussion within the working group.

The amendments to the Law on Road Traffic in Kazakhstan also tighten the rules for moped drivers, aiming to enhance road safety for all road users.
