Foreign Labor in Kazakhstan: Statistics and Trends Revealed

The Ministry of Labor and Social Protection of the Population of Kazakhstan has disclosed that as of April 1, 2024, 13,536 foreign citizens are engaged in labor activities in the country.

The main countries of origin for labor migrants are China with 4,011 individuals (29.6%), Uzbekistan with 1,577 individuals (11.6%), India with 1,187 individuals (8.7%), and Turkey with 1,058 individuals (7.8%).

The permits for attracting foreign labor include 605 permits for executives and their deputies (first category) and 2,793 permits for heads of structural units (second category).

The majority of the foreign labor force falls under the third (specialists) and fourth (skilled workers) categories - 5,914 and 570 individuals, respectively. Additionally, 2,458 individuals are employed for seasonal work, and 1,196 individuals are part of corporate transfers.

The press service of the Ministry of Labor and Social Protection of the Population of Kazakhstan highlighted that currently, there are 1,728 employers in Kazakhstan utilizing foreign labor. These employers employ over 459,000 Kazakhstani citizens, accounting for 99.2% of the total workforce.

In terms of economic activities, the largest numbers of foreign workers are in the construction sector with 4,297 individuals (31.7%), administrative and support services with 1,629 individuals (12%), agriculture, forestry, and fishing with 1,482 individuals (10.9%), mining and quarrying with 1,285 individuals (9.4%), manufacturing with 1,248 individuals (9.2%), and professional, scientific, and technical activities with 797 individuals (5.9%).

As of March 1, 2024, 13,088 foreigners were engaged in labor activities in Kazakhstan, as per permits issued by local executive bodies.
