Ministry of Energy Prepares Agreement for Joint Hydropower Project in Central Asia

The Ministry of Energy has prepared a resolution on the signing of an Agreement between the Government of Kazakhstan, the Cabinet of Ministers of Kyrgyzstan, and the Government of Uzbekistan for the joint implementation of the construction and operation of the "Kambaratinskaya Hydropower Plant-1."

The aim of the agreement is to define the terms of cooperation among the parties within the framework of the construction project of the Kambaratinskaya HPP-1 on the Naryn River in the Kyrgyz Republic and its subsequent operation.

The main principles of cooperation between the parties in the implementation of the project include the guaranteed purchase of all the electricity generated at the Kambaratinskaya HPP-1 by organizations identified by the parties, decision-making based on consensus, and management of the operation of the Kambaratinskaya HPP-1.

Each party independently determines the founder of the Company from its side and notifies the other parties through diplomatic channels. The proportional participation of the parties remains unchanged, with no possibility of combining, transferring, or selling their shares.

The main sources of project financing include the own funds of the company's founders, as well as borrowed and grant funds from international financial institutions and commercial banks.

The Kambaratinskaya Hydropower Plant-1 is of strategic importance for Kazakhstan and the Central Asian region as a reservoir that will provide long-term regulation of the flow of the Syr Darya River.

It is specified that the project implementation period will be determined and agreed upon by the parties in separate agreements or as an addendum to this agreement following the actualization and approval of the project's feasibility study.

Upon completion of the project implementation period, the shares and assets of the Kambaratinskaya HPP-1 will fully transfer to the Kyrgyz side. The document is posted on the Open NPA website for public discussion until May 13th.
