Ministry of Internal Affairs Approves Updated Rules for Foreigners' Identification Numbers in Kazakhstan

The Ministry of Internal Affairs has approved new rules for providing the state service of "Formation and Correction of Individual Identification Number for Foreigners and Stateless Persons Temporarily Residing in Kazakhstan". Previously, obtaining an Individual Identification Number (IIN) could be done through the State Corporation or the e-government portal.

To apply for an IIN, individuals must submit a document verifying their identity, such as a valid foreign passport. The application should include information like name, date of birth, place of birth, citizenship, etc. If the document is not in Cyrillic or Latin script, a notarized translation must be provided.

In cases where identity documents are lacking, a special form must be submitted by individuals without citizenship, stateless persons, or those sentenced to imprisonment by a Kazakh court. The application must be certified by the head of the penal institution, and submitted by a representative of the penal institution where the individual is serving their sentence.

For corrections to the IIN, the application should include a document verifying identity, a certificate of changed personal data, and a notarized power of attorney if represented by someone else.

Refugees in Kazakhstan must present a refugee identification card to avail of the state service. When foreigners apply, the State Corporation conducts identity verification, document authentication, and enters the passport number into the Centralized Information System (CIS).

Electronic copies of identity documents and their notarized translations must be attached to the IIN application. If identity documents are absent, information provided in the application is entered into the CIS, and the application is forwarded to the Information System of the Ministry of Justice.

When submitting documents through the State Corporation, foreigners receive a receipt, and the day of submission is not counted towards the service timeline.

Foreigners may be denied an IIN if documents are found to be inaccurate, if the applicant or submitted materials do not meet requirements, or if consent to access restricted personal data is not given. Other grounds for denial may be established by Kazakh laws.

The order will come into effect on March 25, 2024.
