In a recent decree dated March 13, 2024, significant changes have been made to the functions of Kazakhstan's National Security Committee (KNB), Border Service, and other departmental units.
The decree introduces amendments to the Regulation on the National Security Committee, expanding the KNB's tasks to include conducting intelligence activities in accordance with Kazakhstan's legislation.
The KNB has been granted new powers to develop, acquire, create, operate, and utilize information systems, electronic information resources, special technical means, communication systems, special-purpose telecommunication networks, data transmission systems, encryption and decryption work, among others. Additionally, the KNB can engage Kazakhstani citizens as voluntary operational staff and establish a special state archive.
Moreover, the Committee has been tasked with developing rules for the transfer of state secrets to foreign states or international organizations, as well as creating standards for the behavior of Border Service personnel during border control operations.
The decree, effective from March 15, 2024, clarifies the roles and responsibilities of the KNB, including the provision of secure communication for Kazakhstan's diplomatic missions and the Aviation Service's involvement in safeguarding the President and other protected individuals.
Overall, these changes aim to strengthen Kazakhstan's national security apparatus and enhance the efficiency and effectiveness of its intelligence and security operations.
