Ombudsman Institute Monitors Conditions in Bishkek Detention Center

Employees of the Ombudsman Institute of the Kyrgyz Republic conducted a monitoring visit at the Bishkek Detention Center-1 on April 6 to familiarize themselves with the conditions of the detainees. According to the press service, discussions were held with the institution's management, as well as with Mahabat Tajibek kyzy, Naziroa Kudaibergenova, and Kanykey Aranova.

The women reported an incident on April 4 during an evening check when a staff member rudely ordered detainee Nazira Kudaibergenova to leave with her belongings, which she refused to do. This staff member was unfamiliar to them. On April 5, center staff again demanded that Nazira Kudaibergenova leave with her belongings to be transferred to another cell, leading to a conflict. Force was used against the women, and Nazira was forcibly removed from the cell. According to the staff, she resisted.

Upon visual inspection, Mahabat Tajibek kyzy had bruises on both arms, her face (left side of the jaw), and left armpit. The staff refused to document the injuries in photos and videos, leading to an official report. Representatives of the Prosecutor General's Office and the National Center for the Prevention of Torture were present during the visit to Detention Center-1. The incident was registered, and an investigation was initiated.

Mahabat Tajibek kyzy and Kanykey Aranova submitted a statement to the Ombudsman requesting protection of their rights. Jamila Jamanbaeva urges relevant government agencies to ensure the rights of detainees and conduct a thorough investigation into the use of violence against them.

Yesterday, investigative journalist Bolot Temirov reported that his wife and other cellmates were beaten at the Bishkek Detention Center-1. Mahabat Tajibek kyzy filed a statement detailing the abuse she faced from supervisor Aiperi Djekshenova.

The State Penitentiary Service denied the beating of Mahabat Tajibek kyzy, stating that they intended to transfer her to another cell, which led to an argument with the staff.
