Bishkek Water Utility Company Faces Challenges in Identifying Networks

During a meeting of the Bishkek City Council's permanent commission on housing and utilities, fuel and energy complex, transportation, communications, and ecology, the director of Bishkek Water Utility, Chyngyz Zhumaliev, revealed that in some areas connected to Bishkek, municipal water supply networks are unaware of the locations of their networks.

Anara Satkina, a deputy from the village of Prigorodnoye, inquired whether the water utility would take responsibility for their networks. She mentioned the presence of sewage treatment facilities in Prigorodnoye but highlighted the lack of central sewage in the village, with some houses illegally connected and not accounted for in the utility's assets.

Zhumaliev responded cautiously, stating that it is too early to discuss servicing specifics. He emphasized the need for a thorough assessment of the situation since some local water utilities themselves are unsure of their network layouts. Zhumaliev mentioned the necessity to evaluate the number of subscribers and the current payment norms of 50 soms per month before considering taking these networks under the utility's responsibility.

It is worth noting that Kyrgyzstan has initiated an administrative and territorial reform in a pilot mode in six regions, Bishkek, and Osh. This reform has expanded the capital's area from 12.9 thousand hectares to 38.6 thousand hectares. The reform includes incorporating various rural areas into the city, such as Oruk and Novopavlovka villages from the Sokuluk district, Kok-Zhar village from Alamudin district, Orto-Sai village from Tash-Deben village of Alamudin district, among others.

This reform aims to streamline administrative structures and improve public service delivery in these regions.
