Kazakhstan, Kyrgyzstan, and Uzbekistan are planning to establish a joint venture to implement the construction and operation of the Kambaratinskaya HPP-1 project. The Kyrgyz side will hold a 34 percent stake in the project and the charter capital, while the Kazakh and Uzbek sides will each receive 33 percent. The corresponding project of the trilateral intergovernmental agreement has been published on the website of the "Open Normative Legal Acts" in Kazakhstan.
The document highlights that "the main principles of cooperation between the parties in the implementation of the project include the guaranteed purchase of the entire volume of electricity generated at the Kambaratinskaya HPP-1 by organizations determined by the parties."
After the project is completed, the shares and assets of the Kambaratinskaya HPP-1 will fully transfer to the ownership of Kyrgyz Republic, as stated in the agreement project.
In January 2023, the heads of the energy departments of the three countries signed a roadmap for the implementation of the Kambaratinskaya HPP-1 construction project on the Naryn River.
According to the Ministry of Energy of Kazakhstan, the Kambaratinskaya HPP-1 is expected to become the largest power station in Kyrgyzstan and will help provide electrical energy to the countries of Central Asia, as well as stabilize the water supply in the region.
Earlier reports indicated that the construction of the "Kambar-Ata-1" HPP would cost between $5-6 billion.
According to the government's press service, Akylbek Japarov will discuss the construction project of the HPP with international financial donors during his visit to the United States.
