CEC Receives 687 Applications for Voting Outside Polling Stations in Kyrgyzstan

On the repeated elections of the deputy of the Jogorku Kenesh in Batken No. 2, Osh No. 7, and Kara-Suu No. 9 single-mandate electoral districts, 687 applications have been submitted to provide voters with the opportunity to vote outside the polling station. This was reported by the Central Election Commission (CEC).

Of these, 31 applications were submitted for Batken, 488 for Osh, and 168 for Kara-Suu.

The CEC reminded that the right to vote outside the polling station is granted to voters who are listed in the voter lists but due to health conditions or disabilities cannot come to the polling station to vote, as well as:

  • voters who are in hospitals, places of detention as suspects and accused persons on the day of voting;
  • voters temporarily residing in remote and hard-to-reach areas, in areas of nomadic livestock breeding.

In exceptional cases, by decision of the election commission:

  • military personnel serving on the day of voting in military units located in isolated, remote areas;
  • law enforcement officers serving on the day of voting;
  • voters working in enterprises with a continuous production cycle;
  • voters working in shift schedules.

Two days before the election, the precinct election commission is obliged to post a list of voters who have submitted a written application to vote outside the polling station at their polling station.

Voting outside the polling station is carried out only on one calendar day before the election day from 8:00 to 20:00 and only based on the voter's written application. The application can be submitted at any time after the formation of the precinct election commission, but no later than two calendar days before the election day.

It is worth noting that the elections of the deputy of the Jogorku Kenesh in Batken No. 2, Osh No. 7, and Kara-Suu No. 9 single-mandate electoral districts will take place on April 28.

Seats in the parliament became vacant as some deputies resigned after reports on the TV channel "Region TV," owned by the head of the State Committee for National Security (GKNB) Kamchybek Tashiev, about the connections of certain MPs with former customs officer Raimbek Matraimov.

Specifically mentioned are Raimbek's brother Iskender Matraimov, Aibek Osmonov, Shailoobek Atazov, and the initiator of the foreign agents bill Nadir Narmatov. Respondents note that these members of the Jogorku Kenesh should voluntarily resign from their deputy powers or be deprived of their mandates.

First, the CEC prematurely terminated the powers of the "Ata Zhurt Kyrgyzstan" faction member Abdybakhaba Boronbaev, who previously headed the Southwest Customs before entering parliament. The mandate was transferred to the next candidate on the party's electoral list, businessman Saidbek Zulpuev.

Subsequently, based on the submitted statements of relinquishing the mandate, the CEC prematurely terminated the powers of Jogorku Kenesh deputies Iskender Matraimov, Nurlan Razhabayev, and Aibek Osmonov. Since they entered parliament from single-mandate districts, early elections are appointed in those districts by the president's decrees.

It is planned to spend a total of 34,648,000 soms on the preparation and conduct of these elections.
