Negligence in Forest Fire Management: 14 Casualties Lead to Criminal Convictions

In the Borodulikhinsky District Court, a criminal case against two employees of the State Nature Reserve "Semey ormany" was considered. They were accused of violating fire safety requirements, resulting in the accidental death of 14 people.

During the trial, it was established that the defendants, who held managerial positions in the "Semey ormany" reserve and the Novoshulbinsk branch, failed to fulfill their duties in organizing fire extinguishing during a forest fire. They incorrectly assessed the situation and did not ensure compliance with safety procedures, leading to the death of 14 people.

"The guilt of V. and K. is fully proven by witness testimonies, expert examinations, inspection reports, evidence seizure protocols, etc. Article 292 part 3 of the Criminal Code provides for a punishment of imprisonment for a period of 5 to 10 years with a ban on holding certain positions or engaging in certain activities for up to 3 years. Taking into account mitigating circumstances such as the presence of minor children of both defendants and the absence of aggravating circumstances, the court found V. and K. guilty and sentenced them to 7 years of imprisonment each," the statement from the court of the Abay region reads.

The court's verdict has not yet entered into legal force.

On June 8, 2023, a forest fire broke out in the State Forest Nature Reserve "Semey ormany" in the Abay region. The next day, it was reported that three foresters had died. By June 10, the number of casualties in the Abay region fire reached 14 people.

In connection with the deaths caused by the forest fire, Kazakhstan declared June 12 as a National Day of Mourning. The corresponding order was signed by the head of state, Kassym-Jomart Tokayev.
